 Lost/Roaming Pets...

Did you know Petsmart (and other pet stores) has a wonderful ID Tag machine right inside their doors.  Most tags are less than $5 and take about 10 minutes!

 For the new year, why not consider getting a personal ID tag for your pet.  Almost all pets will run and roam if they get a chance to slip out of an open door or fence.  Even if you only use the pet's name and phone number, a lost dog can be returned quickly. 

No one wants to call Animal Control if they can't find a lost animal's home.  Eventually it happens to all pet owners, at least once.  Help us help each other....ID your pets :)

Typically in the past, after trying to rectify with the offender, the HOA defers to the city ordinances first on these types of situations as the city takes precedence over neighborhood. Please refer to Article II, Division 2 - Section 4-56 Restraint (d) Noise on the website pasted below. Essentially, if this situation persists to be a problem, your first step as a homeowner (after contacting the neighbor or offender) would need to be to contact Animal control. They have written literature and scenarios on the web now about sound ordinances. Basically you have to prove the offender/resident broke the sound ordinance on a one day event (even though it may have been ongoing).

Please refer to Section 4-133 Complaint and 4-135 Hearing procedures. It would be advised to go to surrounding neighbors and have them sign a document that the offender broke the City's sound ordinance for that day. After filing a formal complaint, there would be a court date for a hearing to cite a ticket for violation and/or possible impoundment. If steps are taken by you with the city and Animal Control and no change to the effect (except citation/ticket), then the ACC board can/will come into play under Article III (j) Pets and Section 4.05 under Coventry Manor neighborhood declarations.
